Global Electronics Recycling Standards Coming?

Alarming increases in uncontrolled disposal of electronics are creating new awareness for the need to set world standards for electronics recycling and reuse. Academics are pushing for standardized processes and policies governing the reuse and recycling of electronic products to curb and reverse the illegal and harmful e-waste processing practices in developing countries. When recycling, do smaller electronics companies follow in the footsteps of the larger more responsible corporations? Can world recycling standards conflict with domestic/local standards? How effective would global recycling standards be?

What are the standards?

I've got three dead computers in the house, and two that work.

One of the dead ones I'd like to get fixed.

Is there a computer made today that will run and read all the stuff like floppy discs and whatever we've used to write on in them over the past 30 years?

The things are just typewriters to me.
