Can Pumps Save New Orleans?

New Orleans is below sea level, sinking, and prone to flooding. The government has plans for pumping out water, but we don't recall anyone asking pump engineers what they think about it. Should we spend billions of dollars on pumps, levees and floodgates to save it from future hurricanes and floods? Will it work?
