The Honor System?

Because lightweight plastic can escape waste management and end up in the sea via drains and rivers, the BSI has issued a standard for biodegradability in plastics. But the recommended testing is self-administered, with manufacturers determining their own standards. Will the honor system work to cut down on litter filtering into the oceans?
