Should Funding Agencies Act Independently?

The National Nanotechnology Initiative (NNI) has released the 2011 Environmental, Health, and Safety Research Strategy, which will guide the 25 member federal agencies of the NNI when they select proposals to fund. Do you think these types of broad-brush standards should guide research or should agencies be able to fund proposals as they see fit?

I think any federal funding for anything needs to be scrutinized by scientists, engineers, etc. Polititicians have proven themselves to be completely incapable of making good funding decisions.

Am I reading that wrong? Is it saying that there are 25 separate federal agencies involved with the NNI?

Wow!!! Please tell me that's not the case.
