Instead of a wand, I think he is actually holding a rope that is around the other guy's waist.

He is, but the second guy should at least tie the end of the rope to his own ankle as a safety measure.

Well, that's two of the three Stooges.

The #1 method to getting a raise.

Get your boss to do your job while you act as his safety net.

'Hey boss do you remember last month when I was depending on you to back me up at that meeting?'

Boss man: No, why?

(15 minutes later when the paramedics show up.)

How did this man fall off a 20 story building while cleaning his window?

Me: I don't know, maybe it was due to poor memory and he forgot about the importance of using proper backup procedures and team work.

(Oh like no one else here has a similar fantasy about being in the same position shown here with their boss while holding his safety rope.)

"I don't get it. Almost every week it looks like somebody has jumped right through the window, but there's never a body on the ground below. We put in a new one, and then a few days later we're back again. So, whose office did you say this is?"

"Oh, some guy name Kent. Clark Kent, I think."

OSHA is gonna have a field day with this one!

You can't put a step ladder that close to an open window!

Now I know why this bloke borrowed $1000 of me this morning........Hmmm do I really need that money back????? Maybe I could just drop him, film it and put it on youtube or I could just take that awesome Lava Lamp and sell it on Ebay to recoup my $1000. Decisions decisions.

This is really boring and stupid.

Boss thinks he saving money on a lift.

Well lets see him figure out who's going to hold the rope when he gets to the last window.

Let alone how he will get back in.

You could argue that the boss has already done it, and is the boss because now he has other people to do it, so he doesn't have to any more. Still meets your "prepared to do himself" requirement.

Would you trust your intern/YTS/Apprentice to hold your rope....?

Yes.

I remember my grandfather telling me that occasionally his crew would not go up on some steel girders to do work (he owned his own steel erection company building skyscrapers) and on a few occasions he would end up doing the work himself.

By climbing the corporate ladder one will always find more windows of opportunity to let go of the rope and take the fall and see the light (in a lava lamp).

Well...you didn't expect him to use the top step of the ladder, did you?

From OSHA 3124: "Do not use the top or top step of a stepladder as a step"

Then why is it called a top step?

These ones are easy to replace, but sealing the last one has to be done without the rope and then climb down the outside.
