How do they know these weren't for calling birds or other prey? Maybe they were whistles used by ancient military commanders used in battle.

I think they were more versatile. I think people also filled their mouths with water (or other suitable liquid) and blew that through it. Imagine the frivolity and fun. (Probably more fun if one happens to also be inebriated, in which case you would tilt it and aim it at your nearest companion. A real riot machine!) Might have even produced the first "soap" bubbles. Are we saying archaeologists don't have a sense of humor? Why no expansion of thought??
