A very old Red Seal water pump powered by a 6 cylinder Fairbanks Morse flathead engine mounted to a trailer to make it somewhat more portable.

and what was the name of the guy who worked in the tractor factory who cobbled it together on weekends out of tractor parts that he sneaked out the back door of the factory on friday afternoons when the boss was out to lunch with his 'secretary ?

Ummm, not quite.... Its a water pump all right, but powered by a Continental "Red Seal" flathead 6. It may have been assembled by Fairbanks-Morse but the label looks suspiciously new or photoshopped. If it is real it might have a F-M pump on it. There is also a good chance that it was built on a trailer for portability. (as opposed to someone slapping it on a trailer at a later date.)

Worlds are obviously diverging here...for some its a junkyard, for others its a treasure trove of parts and old machinery. Maybe the old car is running on an over unity magnet motor!!

It's a Fairbanks Morse industrial 6-inch water pump. This site talks a little bit about antique pumps. (Maybe not this exact model, but Fairbanks Morse is mentioned.)
