Believe it or not I have an uncle who owns an island in the TVA project area. And after three or four times of them flooding them out he built almost the same apparatus except he set it to posts like you do a floating dock with rings. It just floats to the top of the rings and stays there until he can get back to the island and fixes what they flooded out. (IT ONLY FLOATED AWAY ONCE) the neighbors down river found it in their back yard with luck it wasn't stuck and they pulled it off land and re-floated it back up river and tied it off until the river went down and re-attached to the rings and it is still there today almost 30 years If my memory hasn't fail me in in these work addled years. I always loved going there every time we visited nice and peaceful no loud boom box kids with cars that have a fart can for exhaust. I am a drag racer (noise) is not the issue just unnecessary sound without performance. If memory served me as well as I think it does he use to call it his (LITTLE PIECE OF HILLBILLY HEAVEN ON EARTH)
