From the way the shadows are falling, it would be easier to identify if it were turned 1/4 of a turn clockwise.

It's two pieces, the one on the left is an older cutting head off the machine next to it....The machine is for cutting large pieces...on the old unit on the left you can see the chain drive, and on the new one the cutting blade....a shot in the dark

It looks to me like a machine for cutting the top off 44 Gallon drums or similar....

nope . the rollers in the OP photo are not removable , i wager' its a sheetmetal cutter , or sheetmetal circle cutter , unless the bottom post is right that its a leather cutter

It's a rotary sheet metal cutter, if the heads are changed it can set the edge of a strip of steel in an angle or a joggle to join sheets together or a mountain of other things if you had the formers, this I know cause I had one.
