Electro-Optics Center Part of a Political Scandal?

The Electro-Optics Center at Penn State University has found itself at the center of a political scandal, as the Politico reports. The last major photonics scandal involved an optics company knowingly shipping faulty product on a defense contract. What do you think about the relationhip between government and industry?
