The paper vs. plastic argument is passé — now the plastics' industry is to blame for folks littering with their product. Can the industry win this battle, even with the help of Save the Plastic Bag? Is this a real problem or just government looking for today's villain?

I save all my plastic bags and connect them with an epoxy adhesive. That way they all stick together and I never liter!
