You can't.

Anyone knowledgeable in electrical systems and their specifications and codes would very likely be able to evaluate the system for you, for a fee.

From here, the only tool that could be used is probably the Hubble Space Telescope.

You can see if you can get invited to the factory for a tour to get an idea of the quality and construction techniques they use and equipment they employ into the switchboards and the general feel and professionalism of the company if you have concerns regarding quality.

Alternatively you can just buy from a major reputable manufacturer with a good history who has been selling to the industry for years. Yes you will likely pay more, but it is generally worth it.

Large trade shows where switchboard suppliers display their wares are also a good (but limited) option.

Another option is the companies website, online reviews (if you can find them), or picking up the phone and do some research.

Final option is to buy one and see if you like the quality before purchasing lots.
