Quite common for posters from this part of the world to post/comment in ALL CAPS. I don't why this is so, but I see it a lot on the social-media sites. I don't think they're aware that ALL CAPS is the online equivalent of shouting.

An outdated rationale for this might be that for years engineering drawings were lettered in upper case.

That could be a reason except that I also see a lot of this on social-media sites, frequently by people who aren't engineers and who may have never even seen an engineering drawing. A few (not necessarily from that part of the world) also post in upper-case because of their having poor eyesight, according to them (I asked).

My guess is that they're unsure of how to use mixed-cased properly and so post in upper-case exclusively. Maybe we should ask the OP?
