Plumbing codes

Need to confirm the proper plumbing code to spec on plans for the replacement of sump pumps and discharge pipes

Uniform Plumbing Code

National Standard Plumbing Code

What is the difference in authority are they?

The job is at Kennedy Space Center in Florida. Of the codes which one take priority under what circumstances.

Who is the AHJ? (authority having jurisdiction) Does the city, county or state enforce the plumbing code within the space facility, or does NASA self regulate itself?

I did work at a large facility in a small village and the village let the plant self regulate. If NASA self regulates, find out what they follow.

Check the state of Florida government web page. More and more states are putting code information (and the codes themselves) on the state's web page.

The International Plumbing Code is probably the code in use. It is in the Miami area.

You need to design according to the "Florida Building Code - Plumbing". There may also be additional requirements because you are working at the Cape.

Not necessarily true 100% of the time!

Disney World near Orlando got an agreement to be self regulating. The roads at Disney World generally follow DOT standards, but as soon as you cross the property lines, the roads and signage are different than FDOT and USDOT standards.

Find the AHJ, or Authority Having Jurisdiction. It sometimes is not a governmental office.

NASA has the authority to self regulate, and in some cases does (as do all federal agencies on federal land). They do not have to meet any state standards, unless they want to, similar to working for DOE or DOD. I had found NASA in Moffett field was quite willing to work under Navy standards and within the local code requirements as long as they did not cause undo expense or conflict with the Navy standards. However, Moffett is mostly a DOD base with NASA co-occupying it. Some federal agencies, in some situations do not cater to local requirements and only use their's or other federal standards, USBR is a good example, DOE gives lip service to local and a litle more to state standards. You should discuss this with your client and project owner to determie which they would prefer.
