I would think there is a supplier that you could purchase the raw stock in sheets. I can't see a manufacturer is needed unless your application is specialized. What has your search turned up so far?
I think you need to specify your material a little more than that. "Honeycomb cardboard plastic" does not say much. Are you looking for a combination of paper (cardboard) and plastic, or does that mean that either paper or plastic is acceptable? Plastics can be extruded, paper usually cannot. Honeycombs can be built up by sandwiching vertical rolled forms between flat sheets and gluing them together. Carbon fiber materials bonded by epoxies or other polymers are often used for extra strength. Honeycombs may also be cast or molded in thermoplastic materials.
Is this for a one-time packaging (dunnage) use or does it go into a product? Is the product disposable or considered long-lived? Does the product have occasional or constant use (duty cycle)? What forces and environment does the material have to resist? Are loads to be continuous, point, dynamic, static, or combinations? What sizes (L x W x D) are you looking for are multiple layers acceptable? Is weight a concern?
You really need to provide more information before an accurate answer can be given.

Are you looking for corrogated plastic? This material looks just like cardboard, but is made of plastic, and comes in 4'x8' sheets of various thickness, measured in mm, or mil, such as 2mm, very thin and flexible, 4mm, still flexible, 6mm and 8mm are thick and rigid. This material is also referred to as coroplast if you want to do a search for it.
