ASME Max Metal Temp Criteria

Hi Friends,

Please clear me about how ASME has decided metals maximum temp limit to be used in ASME II -D?

Is this based on materials Oxidation temp, then i for MATERIAL SA213 T12,22,T91 in code the limit is 649 DegC, Though each grade is having different chemical composition, mainly Chromium & Moly.
