Sure. It will not start and it will eventually burn up if you load it more than about 1/3 of it's rating, but if you give it a kick start it will keep turning for a while with that reduced load.

Is it 480V or 208V and how many horsepower?--either way I wouldn't unless you get a VFD or some kind of phase converter.

3 phase electric motor will run 220 single phase by using capacitor for starting

I'm not so sure about that--I will be finding out tomorrow as I have 208V A/C unit and will be looking into wiring it for 240V.

208V has two legs that are 120v to ground--exactly the same as 240V, except that 240V legs are polar opposites(180 degrees apart) and 208V are 120 degrees out of phase.--We'll see.

Quite happily, if a correctly-sized 1Φ to 3Φ inverter is used.

--If it is 208v single phase, yes(which is two of three 480v legs, but still single phase). I cleaned and examined my 208V A/C unit and found it to be labeled for 240V also, without any wiring changes, so I tried it with a widow maker and it ran slightly imbalanced, but had low amps and performed well.--

A three phase motor can be wired Y or Delta and either way it has even coils between the three T leads.
