Why there are different thickness formulae for Tube & Pipe in code ?

It seems that you are considering both as a single product form. Although both of them are cylindrical product form yet they are basically two different products. Both of them have their own specification to which they meet.

They differ not only in the diameter and thickness only. They have different test requirements, size tollerances as well.

SO they are not same.
