Oil Recycling ( Latest Technology )

I want to recycle synthetic oil with the help of latest technology

I had done some research for this i got a chemical name

DOW Tetra ethylene pentamine (T E P A )

i can not find this chemical in my Country

Please help me out that about these chemicals and if any one know more better chemicals with % or Ratios then please reply me
