France is +1 from GMT (Greenwich Mean Time). Like the UK, France are currently employing Daylight Saving Time which would make them +2 from GMT. Russia is +3 from GMT.

I would guess that the Eastern part of France would be +1 and the Western part 0 so they went +1 rather than having two zones in their country.

we are located in +8 time zone. so I always think we are ahead them 8 hours.

They are French and thus contrary by nature . They are probably still aggrieved that the 0^o meridian isn't through Paris
