If you're nimble enough to solder DIP leads to SMD pads on circuit board, then the answer is yes. I haven't looked for a conversion socket, but some outfit may have them on the market. On the other hand, a conversion socket to replace DIP IC's with SMD's makes more sense. Can you not find an SMD 4066?

As long as you can still make all the connections, you can. It's usually easier to go from leaded to SMD, since the SMD package is smaller, but either way is possible. One way to do it would be to fan out the SMD pad with small wires, attach your DIP part above the board with some kind of small spacer, then solder the wires to the clipped pins of the dip. You need to be pretty good with a soldering iron, and creative with your ideas. Seems like it would be worth the trouble to find the SMD part if at all possible.

The idea above using the DIP socket is a good one. But for the 4066 there would be too many pins to be able to do it with a standard socket - 14 pin device and the DIP socket pins won't reach - try to get a 14 pin wire wrap DIP socket, this has longer pins.

or use a normal dip socket and use small flexible wires (put a small plastick block under the socket and glue to the PCB

Yes (as others have said), but, why would you want to?

The surface mount part is easily available: where are you?

Then this sort of thing would do the trick:-
