What's the U.S. Equivalent of JIS STKM 13A?

I have seen the Spec for the Japanese industrial spec STKM 13A. I know the chemistry and the physicals. In US materials what would you consider this. I have seen this supplied as an ASTM 1020 and also with chemistries to meet HSLA. I have a customer listing it as a ASTM 1008/1010 Second is using HSLA wrong?

C .25max Si .35 max Mn .30 to 1.0 P .040 max S .040 Max

Tensile 38 min kgf/mm sq; Yield 22 min kgf/mm sq Elong 30 Min

If it were HSLA I would expect to see gr refiner microalloy elements such as Va, Nb, etc. There are none shown in this JIS buttweld,electric weld, or seamless structural automotive tubing spec:

Grade STKM13A

Carbon0.25
Manganese0.30.9
Phosphorus0.04
Silicon0.35
Sulfur0.04

Just because 1010/1008 carbons are below the maximum Of .25 does not really mean that they meet the grade intent.

By the way the % elongation accceptable depends on the test piece.I have seen 14% acceptable on a number 5 test piece.

I have seen the standard of STKM13A on a JIS G3445.

I was wondering on what is STKM13A-E1?

on the last page of JIS G3445, E(x) is defined as electrical resistance weld. Huh?

So there's E1, E2, E3, so on..... ?

I wonder if someone knows the specs, treatment, coating, etc.. for STKM13A-E1. We are creating a project but the manual specifically states STKM13A-E1.
