Utility Network Upgrade

I'm looking to upgrade our utility network to include more applications and control. I will need to move to 10GbE metro access and long haul. I need to know if its better to move to 10GbE or to use 10Gbps SDH/SONET and tunnel IP-based services? Also, what is the typical PMD for the fiber that would be suitable for 10GbE network?

I am presently dealing with an STM-16 network spread over 8 core nodes and 250 access nodes. I need to upgrade to at least an STM-64 because we now need real-time video surveillance at several points within each substation/power-station.
