Wind Loads and ASCE 7-05, Figure 6-9

Curious how others apply design wind pressures for load cases 1 & 3. The figure makes no mention of roof loads for flat roof structures but it does not seem appropriate to ignore roof loads for MWFRS in high wind regions.
