do the application of concrete epoxy or cement grout as adhesive at the surface of the cast-break strengthens the joint of the partially cast beams?

Sir, for proper bonding between old and new concrete, it's essential to use epoxy.

It creats monolthic effect in concrete.

OK - providing the concrete is dry, If he crack is just that then you should open it up to get the cement in as deep as possible and it is contact with both the surfaces. A glass fibre membrane over the crack back and front, if you can get at them, will be a plus
