Design Pressure

why for PSV set pressure is 21% of design pressure for fire case??

what i know it is a margin of 10% above 10% of design pressure.is it right?I am not much sure about this.if anybody has an idea can explain me...

disign pressure a max. pressure at which a machine/equipment can runs without any trouble. at design pressure it is reliable to operate.
