Fire Resistant Panels and Motor Manufacturing

In india, why fire fighting panels and chiller don't have neutral connection?. i.e., they are 3phase 3 wire connections.

why do some motors are 3phase - 3 wire and others are 3 phase-4 wire.? what is the criteria for manufacturing?
