what are the benefits to provide impact test requirement graphs by new CODE viii

what are the benefits to provide impact test requirement graphs for parts "subject to PWHT" and "part not subject to PWHT" in new SECTION VIII DIVISION 2 OF ASME edition 2007. old code uses only one graph for both parts.
