Low Pressure on Exhaust or Backside of Turbine?

On a basic squirrel cage design , used to catch wind and turn the shaft, does the curve on the blades create a low pressure area on the leeward side of the turbine? And wont the centrifugal force help to force the exhaust out when the turbine is turning? Seems to me that the combination should help with the exhaust issue described in the other posts?
