would a vaccum leak cause a jeep not to have spark and can you interchange the relay fuses with the other ones just to see if the vehicle will run

No. A vacuum leak will not stop the spark signal.

can you interchange the relay fuses

Relays and fuses are different things. If the relays are identical, you can substitute one for another. Same for fuses. But if you can not distinguish between fuses and relays, should you be in that area?

No, a vacuum leak will not kill the spark on an engine. If you are having jeep problems, put up the year, model & the engine, since jeep has used a few different engine management systems over the years.

If your jeep hapens to be a CJ2, just put in a new set of ignition points :)
