IP code (Ingress Protection code) is a standard for protection specified by IEC .

In India it is confirmed by IS . If a manufacturer confirms his product as IS 54 the company has to ensure the product is manufactured and tested as per the specification prescribed in the IP code.That means it must be tested and proved for dust proof (5) and protected against splashing water from all sides(4). If company certifies it, then it is mandatory for them to get the approval and certification from the competent testing authority. If the purchaser want they can also ask the manufacturer to carry out the test in their presence if the clause is incorporated in the purchase order.

certification is not required . your panel must satisfy IP rating.

Example: if client ask for IP-42 then must number refers solid particale and 2nd number refer liquid

IP-42 = solid more than 1.2mm should be protected and Spary at angle 40 degree must be protected.

IP refers enclousure protection and vendor has to certify it according to the requirement. there is no third party to certify it.

The IP rating for the assembled panel is the lowest of any of the items attached to it. For example, if the front of a manufacturer's blank panel rated IP54 were fitted with individual equipment rated IP55, IP68 and IP43, then the rating of the completed assembly is IP43, being the lowest of the ratings. However, if the top gland plate is left off during installation, then the rating might then be IP2x, being the rating of the terminals, or even lower.

A rating below IP2x is considered by some jurisdictions to be too low for electrical safety except for access by specially trained persons.

There is no real need to certify the assembly.
