Thank you for the suggestion. Maybe I should have described our design challenge a bit more. The cart has a mechanical Disc brake in place as required for the heavy loads, however, it is actuated by a handle (like emergency brake on a car). We would like to install a foot pedal to allow the operator to keep his hands on the materials and cart. A golf cart has a similar pedal locking concept, but seems over complicated for this...I think.

Ya know, we still do not have much to go on.

mechanical Disc brake ... like a disc brake on a bicycle? How many wheels?

heavy loads... 150 Kg? 1,500 Kg?

These carts... size of grocery shopping cart? Baby carriage? Are they motorized?

Where can this foot pedal be located / oriented as not to be a trip hazard?

And, from the point of liability exposure: What does the manufacturer of the carts have to say? What does your insurance guy have to say?

None of the above, weight, style, liability are a concern. I'm simply looking for push once to lock, push again to unlock component design. I will handle all other criteria. The systems used in kitchen cabinet latches, golf cart brakes, ratchet latch, etc. I just cant find any of the above drawings to use as a guide.

Something that pops to mind is the parking brake on many chevrolet trucks and vans. It was actuated in the manner you describe, I don't know the exact mechanism behind it, but maybe you can start you research there, or if as you say it is "a cart" and you only need one you could head to the junkyard (Mom drove a 96 GMC Safari, so any mid 90's 1500 GM chassis should have the a similar parking brake pedal) Not sure how the brake cylinder/caliper was actuated but maybe if you get the pedal mechanism the rest will fall into place.

Most of the vehicles that had that type (foot operated) in conjunction with disc brakes had a separate set of brake shoes inside the rear brake discs. Wouldn't be of use on this application. I take it that this is a manually operated as opposed to hydraulic bracke setup, if so why not something like the Grainger pictured device shown only with teeth and prawl that you could set with foot or hand.

The brake applied to a wheel is actuated probably by a steel wire which locks the pads in its place. There are many suppliers in India and abroad. You can check a few on www.tradekey.com

What about something a bit like a ball point pen mechanism.

How about using the e-brake mechanism off of an american made car/pick up. they are mostly foot operated. The release would be hand operated tho. It would all be cable operated & you can p/u the mechanism for about $10 at any U-pullit salvage yard. for the Disc operation, check out a racing go cart. You may have to switch out one end of the carts wheels/axle. You would have to lock one of the wheels to the axle w/ the disc on it. If you lock both wheels to the axle it would be very hard to turn the cart w/ a load on it. Most go carts use a key way axle/wheel for the torque. but just for braking you should be ok w/ a cotter pin or bolt.
