How do i know what pressure to test a u-bend for different thicknesses?

Do a hypothetical slice through the bend in various planes and carry out a force-balance calculation on it for each slice.

If I have a 19.2mm U-Bend in ASTM A351 HK40 Material, to what hydrostatic pressure must I test it?

It would depend on the wall thickness.

In that case, then it depends on the diameter of the tube from which the U-bend is formed. It may also depend on the center-line radius of the bend.

Not only that, your OP mentions different thicknesses.

The ID of the bend is 140mm and the minimum wall thickness is 19.2mm.
