Because the people who make, " much better replacements in terms of quality of light, life and energy consumptions??" have not purchased sufficient quantities lawmakers yet to pass such legislation.

The question is best directed to Qatar's Energy Minister.

The 100W filament lamp is no longer manufactured or distributed within the European Union and is gradually being ousted by more efficient lamps. So it would appear that some governments have already acted.
