Wikipedia says this about ASTM at http://en.wikipedia.org/wiki/ASTM_International :

ASTM International (ASTM), originally known as the American Society for Testing and Materials, is an international standards organization that develops and publishes voluntary consensus technical standards for a wide range of materials, products, systems, and services. The organization's headquarters is in West Conshohocken, Pennsylvania, about 5 miles northwest of Philadelphia.

ASTM predates other standards organizations such as BSI (1901), DIN (1917) and AFNOR (1926), but differs from these in that it is not a national standards body, that role being taken in the USA by ANSI. However, ASTM has a dominant role among standards developers in the USA, and claims to be the world's largest developer of standards. Using a consensus process, ASTM supports thousands of volunteer technical committees, which draw their members from around the world and collectively develop and maintain more than 12,000 standards.

ASTM International publishes the Annual Book of ASTM Standards each year in print, CD and online versions. The online version was available by subscription and cost was based upon usage. For 2008, the complete set of books or CDs cost almost USD $9000 and included 81 volumes. For 2010, the complete set of books or CDs cost almost USD $9700 and included 82 volumes.

Wikipedia says this about ASME at http://en.wikipedia.org/wiki/American_Society_of_Mechanical_Engineers#ASME_Codes_and_Standards

The American Society of Mechanical Engineers (ASME) is a professional body, specifically an engineering society, focused on mechanical engineering. The ASME was founded in 1880 by Alexander Lyman Holley, Henry Rossiter Worthington, John Edison Sweet and Matthias N. Forney in response to numerous steam boiler pressure vessel failures. The organization is known for setting codes and standards for mechanical devices. The ASME conducts one of the world's largest technical publishing operations through its ASME Press, holds numerous technical conferences and hundreds of professional development courses each year, and sponsors numerous outreach and educational programs.

ASME is one of the oldest standards-developing organizations in the world. It produces approximately 600 codes and standards, covering many technical areas, such as boiler components, elevators, measurement of fluid flow in closed conduits, cranes, hand tools, fasteners, and machine tools.

You will need to search for specific differences depending on what technical area you are working in. Hope this helps get you started.

To add up further to what my friends have said, Base metals are considered as one of the important variable for WPS and PQR documentation which are written by ASME (Sec.IX) standards.

Though Base metals of both Ferrous and non ferrous type are often listed by ASTM specifications, in ASME procedures, the base materials are specified by ASME numbers only.

The ASME number is same as an ASTM number except an 'S' is placed in front of the ASTM number. example: A 36, A 106, or A 515 as in ASTM standard will be read as SA 36, SA 106 or SA 515 with sub groups (and like wise) in ASME standard.

I.e., while ASTM is a standard for a wide range of materials, ASME groups the base metals, according to type and weld-ability. This helps to reduce the number of Procedures required on materials having similar weld-ability and is an well accepted practice for general fabrication in many countries.

This is an excellent site and those creating it are due kudos, but... no matter how good a single resource is... it is still a single resource.

CR4 is more a place for discussion... to seek clarity on inforamtion that you have already garnered from other sources. For example... the Wikipedia references above.

So, indeed CR4 is a viable tool, but it should not be the only one in your toolbox.
