IEEE Standard Block Diagram for a Generator Governor

As part of an interconnection study for a regional transmission operator (RTO) I have been asked to provide IEEE standard block diagrams of the excitation systems and governor systems on several existing synchronous generators. IEEE Std 421.5 details standard block diagrams for excitation equipment. I have been unable to find a similar IEEE standard for governor systems.

Every RTO in North America requires these diagrams for their stability models, but the staff at the RTO's I am working with have been less than helpful in pointing me to the source documentation. If anyone can give me a reference for the "IEEE standard block diagrams" for generator governor systems I would be very grateful.

The paper you recommend only provides direction on how to implement, in a specific application (SimuLink), a standard block diagram you already have, then transfer that model to another application (PSS/E). It does not give the standard block diagram itself.

What I'm seeking is a standard which provides a set of control system block diagrams which can be used to describe the response characteristics of turbine governors when the appropriate constants for a particular governor are provided. Below is an example of one standard IEEE block diagram for a generator excitation system.

IEEE standard 421.5 gives a series these block diagrams for various types of excitation systems. There should be a similar document with standard block diagrams for governors, but I have been unable to find it.

Thank you for your response. I have the IEEE 421.5 referenced in your link, which shows block diagrams for various types of excitation models. What I am unable to find is a similar standard showing block diagrams for speed governors.

Although your link did not give me the final answer, it gave me enough correct terminology to perform an intelligent search. Using that information, I was able to locate the necessary IEEE committee report. I also found a paper with similar information for modeling combustion turbines.
