what is rotor locked current and how we can calculate it?

LRA is approximately 6 times the FLA. If you use the NEC 430.251(B) has a table that will give you this figure. Check here about half way down for table 430.251(B)

That covers majority of motors but not all, there are induction motors in the low power segments specially shaded pole type, which shows locked rotor current in the range of 1.2 to 1.5 times of Full load current.

Divide the terminal resistance into the applied voltage.
