Pop-Up On Start

My system :

Windows 7 Home Pro on Dell Inspiron.

Problem:

A popup comes on starting:

Sorry the click on "Add Image" button masks and cannot add.

Try Googling "windows 7 net framework security error" and following some of the links. Meanwhile, are you sure your OS software is up to date?

Yes I check daily manually inspite Automatic update is configured.
