SIL is Safety Integrity Level, SIS (in this context) is probably Safety Instrumentation System.

Valve manufacturer should be able to supply this information.

The MOV manufacturer should provide you with failure rate data for their product(s).

However, consider that it's not just the valve's failure rate, but also the failure rate of the electrical power supply you must consider in your calculations, since an MOV cannot move either open or closed without electricity to run it. In all likelihood, the failure rate of your electrical supply far exceeds that of any MOV.

What do the SIL-2 and a SIS documents say about MOVs?
