Oil Seal is a general use and sizes sealing part used for general fluid applications
Seal Kit are a sealing kit contains more that one part in one package and used for a specific part like valve,pump,....etc and it should be requested from the manufacturer by only one ordering number

Oil seal is single object like your gear box oil seal is failed, but seal kit is a set of different object that u required to maintenance the total gear box.
