If the velocity exceeds the speed of sound within the fluid, sonic effects such as standing waves can happen, along with choked flow. This will set some absolute upper limits in some instances. Lower velocities (a few or even few tens of feet per second) are primarily an economic matter. PWSlack's rule of thumb is pretty normal.
