Opening In Flat Head As Per ASME Section VIII Division 2

I have to make calculations of a flat head (O.D. 89 mm) with a central circular opening of size 3/4" BSP for a pressure vessel as per ASME VIII div 2.

Is there any limit of size for opening upto which opening is exempted from reinforcement ?

Which are available ways to design a flat head with central threaded opening (with size criterions) as per ASME VIII div 2 ?

I checked in Pv-Elite. Exemption of reinforcement calculations is not allowed

There is, or at least used to be, a provision exempting nozzles of 3 inches or less from reinforcment; I don;t remember if it applies to flat heads versus shells only.

There also is, or was, a provision exempting "vessels" of 6 inches I.D. or less from the Code. These small vessels might then fall under a Code for piping components, or under UL or similar rules.

Probably you are talking about division 1 where up to 89 mm opening allowed for shells whose required thickness is 10 mm or below
