we have been doing retubing of heaters.

since we are not aware of the pipe material specifications, we wanted to have experts advice reg hardness test , dpt/rt.

There are many vendors that offer NDE, hardness testing, and PWHT that would be glad to do that part of the work. Have you performed a PQR? Wrote a qualified WPS? You should not bid on a job that you are qualified for.
