Fluke Scopemeter 190-204

Where can I find good step-by-step instructions on how to set up a Fluke 190-204 Scopemeter such that it will capture a transient voltage spike that occurs when the power company switches on a transmission line capacitor bank?

I'm having a hard time dedicating the time it takes to wade through the info in the user's manual. I don't think it addresses this specific set up directly.

You may not be able to. the fluke scope meter is slower than most oscopes and does not catch all transients. I stopped using mine because it just does not do a good job of finding noise. mine regularly showed 3 to 4 vdc of noise at less than one volt.
