My brother lives in the UK and has a tank level with the shower, he has a small pump dedicated to the shower, he switches it on only when using the shower. I believe you must not work these directly off the supply, you need a small cistern.

I keep a pressure gauge on a short garden hose. Connect to the washer hookup or you can get an adapter for faucets to garden hose. Get an accurate measure of your pressure. Check for filters, if you have one, it may need changing.

Anything over 25 psi should give you good flow. If you have good pressure and poor flow, you have a blockage somewhere. It will take a professional to find that.

The only solution that would work for you well without affecting others is to install one jumpover on the terrace in the supply line from top tank to your house and put here,one small online booster that is available for 30psig and wire it with a switch at your your house. You may operate whenever you need higher pressure.

Please check your pipes are not blocked.

If there is build up within your pipes this will reduce the pressure you get at the point of use.

It is common for old pipes to corrode from within, causing the water flow to become difficult. Eventually they block up completely.

Might not be a pressure problem at all.

What is needed is a pressure regulator at each floor level.Changing the pump pressure will not achieve the desired results.The regulator should be installed at each apartment supply entrance.A regulator adjusts the output according to demand to maintain a steady pressure.It cannot boost pressure beyond the supply pressure, it can only reduce it to a steady level.Adjust the cut-in pressure of the pump slightly higher than the desired regulator setting.The two screws on the pressure switch have different functions:One of them adjusts the cut out pressure.The other one adjusts the differential between cut-in(on) and cut-out(off) pressure.The switch cover will indicate which function each screw controls.For instance, if you want a maximum pressure of 60 psi,and a minimum of 50 psi,adjust the cut-out to turn off at 60 psi.Then adjust the cut-in to turn on at 50 psi.

Then adjust all regulators to 40 psi.The pipe sizes seem adequate.

Note:

Water pressure due to height is .433psi per foot of height.So estimating 30 foot height to top of water in tank, there is approximately 13 PSI difference between ground level and top of tank water level.

The gauge is probably bad due to vibration from the pump.Replace it with a glycerin-filled switch, which will absorb the pump vibration and give long service life.

Thanks for the update. If you are really on your own, and are allowed to improve your apartment without violating the lease, there are some things you can do.

First I would put a check valve on the line coming into the apartment, and then a pressure tank. Whatever water and pressure that enters your pipes will not return back to the system, even if it totally fails. This will also keep your water meter measuring only what you use. Most meters don't read in reverse, so if the pressure comes and goes, you could be paying for a gallon twice or more.

This may be enough. Whenever the system is up, your tank fills, and holds pressure for you only. When the system comes back after a low pressure problem, your tank fills again. Sweet, no motors, no electricity used.

If things are really bad, have the tank installed high enough so you could drain it into a pan when the pressure is almost gone.

2. Use of a pump cannot be continuous I guess , if you have used one, have a by pass line installed on the pump discharge with a valve to put the water back to the tank .

Control the bypass flow to control the pressure in your floor. Water grade PVC pipes are strong and should not burst, it could be the joints which is leaking

i would install a booster pump going to a pressure tank on your floor. install a check valve so the boosted pressure does'nt interfer with your neighbors plumbing.
