What is the Maximum Allowable Stress (S) for SA 516, Gr. 70 materials at 60 degree Centigrade?

17,500 psi (= 70,000/4).

Does it remain same at 30 Degree Celcius Temperature? If not, please mention the Maximum Alllowable Stress for SA 516 Gr. 70 at a Temperature of 30 degree Centigrade.

IIRC, the value is good up to 650°F ≈ 343°C; but it would be best to check the Code.
