I believe the HOA wants you to remove the swamp cooler (or at least remove it from sight), but their shortsighted bylaws do not prohibit them.

I don't believe I have ever seen a house swamp cooler made with a plastic shell.

THIS WAS THE BRAND AND MODEL THAT WAS APPROVED MY THE HOME OWNERS ASSOC AS THEY DID A YEAR TEST ON THIS BRAND AND MODEL ! THEY DID THEIR HOME WORK ON IT AND THOUGHT THEY HAD IT ALL FIGURED OUT BUT SO FAR THEY ARE BARKING UP THE WRONG ROAD THE MANUFACTURE SENT ME A OFFICAL LETTER STATING NOT TO MODIFY OR CHANGE THIS POLYPROPLENE SWAMP COOLER IN ANYWAY OR THE FACTORY WARRANY WOULD BE VOIDED ! ALSO THEY ARE REQUESTING FROM ME ALL THE HOME OWNERS ADDRESS AND SWAMP COOLER SERIAL NUMBERS SO THEY CAN VOID THE WARRANTIES ON THE OWNERS THAT HAVE ALREADY PAINTED THEIR UNITS ! I HAVE THAT LETTER FROM THE FACTORY TO TAKE BEFORE THE BOARD BUT I AM LOOKING FOR A EXPERT IN THE FEILD OF (POLYPROPYLENE PLASTIC'S ) AS WELL BEFORE I GO BEFORE THE BOARD ! SO FAR SHERMIN WILLIAMS PAINT SUPPLIER STATE THE POLYPROPLENE MATERIAL IS NOT GOING TO HOLD PAINT ! A FEW PLASTIC SUPPLIERS HERE ALSO STATE THE POLYPROPLENE PLASTIC WON'T HOLD PAINT AS WELL !

Please stop shouting, you are hurting my eyes.

"This was the brand and model that was approved (by) the homeowners assoc as they did a year test on this brand and model!" Okay, why is it no longer acceptable?

"They did their homework on it and thought they had it all figured out but so far they are barking up the wrong road." I have NO idea what this means.

"The manufacturer sent me an official letter stating not to modify or change this polypropylene swamp cooler in any way or the factory warranty would be voided!" There ya go!

"Also they are requesting from me all the homeowners addresses and swamp cooler serial numbers so they can void the warranties..." Rat out your neighbors? Why would you do that? Make them do their own work.

There simply has to be something you are not telling us.

POLYPROPYLENE (PPRO) CANNOT, UNDER NORMAL CIRCUMSTANCES, BE PAINTED.

THE SURAFCES MUST BE FLAME, OR PLASMA ETCHED/TREATED TO GIVE THEM ENOUGH SURFACE ENERGY TO HOLD THE PAINT IN PLACE. (EXPENSIVE TO DO)

PPRO AND POLYETHYLENE ARE NOTHING MORE THAN ULTRA HIGH MOLECULAR WEIGHT WAX.

THEY ARE BOTH MEMBERS OF THE POLYOLEFIN FAMILY.

DON'T LET ANYONE HERE, OR ELSEWHERE, TELL YOU THAT YOU CAN PAINT THEM EFFECTIVELY WITHOUT EXTENSIVE SURFACE PREPARATION.

Since painting is obviously a bad idea, skip it completely and just sheath it in something more practical. Use sheet vinyl, or veiner plywood to cover the polypro, that would be far more practical than attempting to paint it.

I think you'll find after seriously roughly the surface of the polypro you'll have no problem using an epoxy based glue to bond a better substrate to it.

There's three problems with your suggestion.

1. Any modification of the cooler voids the warranty.

2. The HOA has to approve any changes to the exterior.

3. And finally, on the first really hot day after the panels are bonded on, they'll all fall off and slide down the roof.
