Imperative sentences should not end with a question mark. That's basic grammar.

So, not a good start for attaining excellence.

Or, is it just an essay question/homework?

Those last three sentences above are interrogative. Question marks are appropriate after interrogative sentences.

eliminate all government subsidies and monopolies and let the market drive which schools survive. only the good schools and the good teachers and the good administrators will remain employed and the rest will have to find honest work.
