If you are talking about 'cold electrical plasma disinfecting', then I could introduce you to the gentleman who holds the patents, and has been involved with fundamental development of the technology. Unfortunately for him, as is the case with most inventors he is not going to be getting much in the way of royalties for his own high tech invention.

Is this technique similar to the Royal Rife technology that apparently disposes of pathogens in the body?

I think the Rife technique uses low voltages, as opposed to the cold plasma HV.

Rife only breaks up the bacterial colonies' connective coatings, it is still up to the white blood cells and anti-biotics to kill the bacteria.
