High Impedance Fault

It is noted that in some area like desert the earth resistance values are very high which causes non tripping of 11kv during earth faults.

Is broaken wire protection success to avoid high impedance fault for 11kv distribution fault?Can any one to suggest a suitable relay to tackle such issues?.
